Industry Self-Reporting: How Accurate Is TRI Data?
The Toxic Release Inventory relies on self-reported data from regulated facilities — a feature that inevitably raises questions about accuracy. Are facilities reporting truthfully? Are estimation methodologies consistent across facilities? What do we know about systematic biases in TRI data? The answers are nuanced, and understanding them is important for using TRI data responsibly.
Estimation Methods Vary Widely
TRI reporting allows facilities to use a range of methods to estimate releases, from direct measurement (the most accurate but also most expensive) to engineering calculations to mass balance approaches to emission factors from EPA publications. The choice of method significantly affects reported quantities. Facilities using conservative emission factors may report higher quantities than facilities using more sophisticated direct measurements — which means apparent differences in TRI releases across facilities partly reflect differences in reporting methodology, not just actual releases.
EPA Quality Reviews
EPA reviews TRI submissions for consistency and flags obvious errors — negative numbers, quantities that seem implausible relative to facility type, or changes that are too large year-over-year without explanation. But EPA\'s review capacity is limited relative to the number of submissions (roughly 22,000 facilities file annually), so the review is a quality screen rather than a comprehensive audit. Egregious reporting errors are caught; subtle systematic underreporting is harder to detect.
Research on TRI Accuracy
Academic research comparing TRI data to independent measurements has generally found that TRI data is in the right order of magnitude for most chemicals and facilities, but can be significantly off for specific facility-chemical combinations. Fugitive emissions (unintentional releases from equipment leaks rather than specific emission points) are particularly difficult to estimate accurately and are thought to be systematically underreported. For chemicals measured by ambient monitoring networks, comparison to monitor data provides an external check on aggregate TRI accuracy.
Using TRI Data Appropriately
Given these accuracy limitations, TRI data is most reliable for: identifying which facilities release specific chemicals (detection, not measurement), comparing large facilities (where quantity is less likely to be dominated by estimation error), and tracking trends at the same facility over time (where methodology should be consistent).
